Thomas Montgomery was appointed to the position of the County Counsel by the Board of Supervisors in January, 2011.
The Office of County Counsel provides legal representation to the Board of Supervisors, all of the County’s elected and appointed officials and the departments they oversee. Mr. Montgomery is responsible for ensuring that the 68 attorneys and 67 support staff in the Office of County Counsel provide the highest quality legal services to their clients. He is also responsible for ensuring that all of legal services are provide efficiently and economically.
Mr. Montgomery and the entire staff of the Office of County Counsel take great pride in working closely with client departments to support their mission of providing services to all of the County’s residents. The Office of County Counsel provides all manner of legal support including advice and guidance in day-to-day operations; drafting legislation, contracts and other legal documents; defending the County against every imaginable type of claim and lawsuit; and, representing the Health and Human Services Agency in Juvenile Dependency Court.
Mr. Montgomery began his career with the Office of County Counsel in 1984 after graduating from USD School of Law in 1983. He handled a wide variety of assignments and projects for the County prior to developing a specialization in Environmental Law. In 2000, Mr. Montgomery was promoted to Chief Deputy and became the Assistant County Counsel in 2003. Mr. Montgomery has been active in the County Counsel’s Association of California and served on its Board of Directors.
