Geoff Patnoe was appointed as the Director of the Office of Strategy & Intergovernmental Affairs (OSIA) for the County of San Diego in November 2010. His responsibilities include management of the County’s Legislative Program, assessment of state and federal legislation that could affect the County, analysis of the state budget and the coordination of advocacy efforts on behalf of the County with other government agencies.
Prior to joining OSIA, Geoff was President of San Diego based Public Policy Strategies, a public affairs firm that advises private sector and non-profit clients on government and community relations. Geoff also spent over five years as Chief of Staff to San Diego County Supervisor Dianne Jacob serving as her senior political and policy advisor.
Geoff began his career in the public sector in the State Capitol in 1995 as a communications aide to California Governor Pete Wilson. He went on to the private sector to manage public affairs projects and political campaigns including serving as one of the strategists behind voter approval of Petco Park, the home of the San Diego Padres. He also spent several years in Silicon Valley working for Weber Shandwick Worldwide where he managed corporate communications programs for several technology companies. Following his work in the technology arena Geoff served as the Executive Director of the San Diego County Taxpayers Association, a non-profit dedicated to government efficiency and fiscal responsibility.
Over the years Geoff has served on various public committees and task forces including the San Diego Mayor’s Task Force on Chargers Issues helping to develop a fiscally responsible way to keep the San Diego Chargers in the region, the San Diego Unified School Districts Bond Oversight Committee monitoring the expenditures of over $1.5 billion in school construction bond projects, and served as a Planning Commissioner in the City of Cupertino helping advise the City Council on land use matters. He currently serves on the National Association of Counties (NACo) Fiscal and Intergovernmental Affairs Steering Committee and as a Board Member (Alt.) to the Urban Counties Caucus, a county advocacy organization comprised of the largest urban counties in California.
Geoff is a graduate of the University of California, Davis with a degree in political science and public service. He and his wife Christine have two daughters and live in the City of San Diego.
