Notice of Cost Recovery Proposal

The Department of Environmental Health (DEH) will be bringing forward proposed fee adjustments to the Board of Supervisors for consideration in March 2017 (anticipated).  San Diego County Board of Supervisors policy B-29 requires DEH to be full cost recovery.  DEH last adjusted fees in 2010, and since then the department has focused on how to offset rising costs by gaining operational efficiencies, leveraging technology to streamline work, and implementing business re-engineering projects. The following is a list of current and proposed fees for DEH’s Food and Housing Division (FHD) programs. The FHD will be hosting a stakeholder meeting to review the cost recovery proposal and answer questions on January 23, 2017 from 9:00 am to 10:30 am in room 120 at 5500 Overland Ave., San Diego, CA 92123.  If you have any questions regarding DEH’s FHD cost recovery proposal, please contact Bao Huynh at 858-694-3853 or at


The Plan Check and Construction unit is responsible for reviewing the plans of new food establishments, existing food establishments that are being remodeled, and mobile food facilities such as vending vehicles and pushcarts. 

The New Construction Guide will assist in the construction of your establishment. Also each and every plan submittal must include the required "health notes". There are a variety of guidelines on plan check related topics below.
