Some infants, toddlers and older children have been removed from their parents because they have been abused or neglected and cannot return to those parents. These children have been in the care of the State and are in foster care while they wait for a permanent home. They and their siblings may have emotional, behavioral, developmental, or medical challenges. Most, if not all, of the costs associated with the adoption of older children are paid by the State.

Children available for adoption range from infants to teens. There is a special need for homes for older children, sibling groups, African American children, and children with emotional or medical challenges. A subsidy is available for children adopted from the foster care system so that income will not be a barrier to those who can offer a loving permanent home to a waiting child.

In addition, The Angels Foster Family network is a unique organization that is contracted by San Diego County to place babies and toddlers in quality foster care. Many of their foster parents become adoptive parents through this experience. Angels operates on the well-documented belief that early intervention can prevent a myriad of problems in later life. Angels places just one baby in a home with screened and well-trained primary caregivers to insure that secure attachment and bonding will take place—a key to later healthy development.
