The Earned Income Tax Credit (EITC) is a program of the Community Action Partnership (CAP) in partnership with United Way of San Diego, the Internal Revenue Service and other community partners. Created in 1975, EITC is a tax credit designed to lift low-income working families and individuals out of poverty. It is considered to be the single most effective anti-poverty strategy. CAP's EITC services are offered through the Family Self-Sufficiency (FSS) contractors, in each of the six Health and Human Services Agency regions to families and individuals who meet the federal poverty level (FPL) guidelines.

In tax season 2011, over 22,000 tax returns were filed, resulting in over $25 million in State and Federal taxes returned to local communities.
