Advance Planning Projects

Regulalry, amendments and updates are made to ordinances and policies to address recently discovered errors, address new state statutes, add new uses and directives or to add clarification language to address interpretation issues.

Topic POD 13-003  Zoning Ordinance Update No. 30 and County Code Amendments
Summary This Policy and Ordinance Development project (POD 13-003) is an amendment to the Zoning Ordinance and the County Code. Proposed amendments will include the addition of definitions, and minor revisions to various sections of the ordinance. This action also proposes to make minor changes to the County Code including minor revisions to the Noise Ordinance and the addition of a new chapter related to Reasonable Accommodation. An amendment to the County’s Defense and Indemnification Agreement is also proposed.

Topic POD 14-001 Agriculture Promotion Program
Summary

On June 26, 2013 (7), the Board directed staff to look at reducing regulations and providing more opportunities for agricultural ventures, to further support small-scale agricultural operations and promote agricultural tourism throughout the unincorporated portions of the County.  In response to the Board’s direction staff has drafted a work plan for a program promoting local agriculture through changes to regulations in zoning.  An analysis of the Zoning Ordinance indicates that there are opportunities to update and amend regulations to keep agricultural regulations in line with current trends and expand opportunities for farmers and ranchers.

Topic POD 13-014  Property Zoning Cleanup
Summary

Countywide cleanup rezone to correct minor property owner requests, errors and oversights in zoning related to the General Plan Update.

Topic POD 12-008 Digital Billboards
Summary

On September 26, 2012 the Board of Supervisors directed staff to work with local billboard operators, local community planning groups and any other interested parties to investigate options that would change the County's sign ordinance to allow the conversion of traditional billboards to digital LED billboards throughout the unincorporated areas of the County and report back to the Board in 120 days.

Revised ordinance options shall include the prohibition of animation and not allow an increase in the number of billboards that already exist; and shall explore an appropriate conversion ratio of existing traditional billboards to digital billboards addressing impacts such as light pollution and driver safety.

Topic POD 11-010 Ramona Form Based Code
Summary

PDS Advance Planning staff is in the process of finalizing a Form Based Code (FBC) for the community of Ramona.  The new code introduce new zoning/design criteria that will encourage and promote the village character within the Ramona Town Center while revitalizing their economic capabilities.  Unlike traditional zoning which separates land uses and regulates individual uses on a property, a FBC deemphasizes uses and puts greater emphasis on regulating building appearances within given neighborhoods.  FBC also take into account the buildings’ relationships to one another, the public streets and the streetscape.

As part of PDS’s ongoing outreach efforts, a draft of the FBC for Ramona is available for a 30-day public review from July 5 through August 5, 2013.  Comments on the Ramona FBC should be addressed to Joe Farace by email at joseph.farace@sdcounty.ca.gov.  Written comments should be sent to Planning and Development Services, 5510 Overland Avenue, San Diego, CA 92123 to the attention of Joe Farace.

Topic POD 11-005  Design Review Checklists
Summary

On October 23, 2013, the Board of Supervisors adopted a Zoning Ordinance Amendment (POD 11-005) that created a new design review checklist procedure.  These new design review checklists contain clear, objective design standards based on the community design guidelines that have been adopted for each community.  Projects that comply with a design review checklist receive a waiver to the Site Plan Permit process.

The new procedure required the creation of design review checklists for each of the eight communities with existing Community Design Guidelines, which include Alpine, Bonsall, I-15 Corridor, Lakeside, Spring Valley, Sweetwater, and Valley Center.

The Ramona Design Review Checklist will be processed concurrently with the Ramona Town Center project.

POD 10-007  Wind Energy Ordinance

Summary

Wind Energy Ordinance and General Plan Amendment

The Wind Energy Ordinance and General Plan Amendment was adopted by the Board of Supervisors on May 15, 2013.  The project is an amendment to the County of San Diego Zoning Ordinance consisting of clarifications, deletions, and revisions to provide an updated set of definitions, procedures, and standards for review and permitting of wind turbines and meteorological testing (MET) facilities. The project also includes a General Plan Amendment to modify the Boulevard Community Plan to allow more flexibility for large wind turbine projects and an amendment to the Borrego Springs Community Plan to allow more flexibility for small turbine projects.

Topic POD 08-006 Site Implementation Agreement
Summary This Policy and Ordinance Development project (POD 08-006) is an amendment to the County Regulatory Code that introduces a new framework for a Site Implementation Agreement (SIA). The SIA would serve the function of a companion permit, in most instances, for subdivision maps.  The SIA would assist in assuring the implementation of project requirements (i.e. conditions) associated with the development of subdivisions, mitigation of identified impacts, and on-going requirements after map recordation.
