Jack Pellegrino has over 30 years of government contracting and procurement experience working with diverse teams of contracting, procurement, and pricing staff in both the public and private sectors. Prior to re-joining the County as the Director of Purchasing and Contracting, Jack held executive positions at SAIC, leading both contracting, procurement and pricing organizations.
From 2002 to 2006 Jack served as the County Deputy Director for the Health and Human Services Agency (HHSA), Contracts Support Division, during which time he developed and implemented best-practice contract formation and monitoring techniques, as well as, established a Contracts Training Academy to ensure contracting accountability and transparency.
Jack is a Certified Professional Contracts Manager (CPCM), a National Contract Management Association (NCMA) Fellow, and has been an instructor of several Contract Management and Procurement courses at San Diego State University (SDSU) Extension Program, and other training organizations such as Federal Publications Seminars and The Performance Institute (PMI). Jack is a member of the California Association of Public Proucurement Officials (CAPPO), and has presented sessions on delivering world class procurement services for CAPPO and other public entities.
Jack holds a degree in Economics; and a Master of Science degree in Procurement and Acquisition Management. He has also earned an Advanced Specialization in Government Contract Management from UCLA.
