The Department of Housing and Community Development (HCD) supports and administers programs for the homeless through grants and funding primarily from the U.S. Department of Housing and Urban Development (HUD).
The Regional Task Force on the Homeless (RTFH), Inc., is supported by funding from the City and County of San Diego (HCD), the United Way of San Diego County, the San Diego Housing Commission, and other local jurisdictions.
Emergency Solutions Grant (ESG) funds are used for operations and emergency shelter services for the homeless.
The Supportive Housing Program (SHP) is a means for non-profit organizations to apply for funds to be used for new and renewal projects for housing and services to assist the homeless.
The Cold Weather Shelter Voucher Program provides vouchers for hotel/motel rooms for families with children. The program runs only from November through April.
