Homeless Resources


The Department of Housing and Community Development (HCD) supports and administers programs for the homeless through grants and loans primarily from the U.S. Department of Housing and Urban Development (HUD).


HCD assists with the funding of the Regional Task Force on the Homeless Inc. (RTFH).  The RTFH, Inc. is  supported by the City and County of San Diego, the United Way of San Diego County, the San Diego Housing Commission, and other local jurisdictions.

The Emergency Solutions Grant (ESG) funds are used for operations and emergency shelter services for the homeless.

The Supportive Housing Program (SHP) is a means for non-profit organizations to apply for funds which will be used to benefit new and renewal projects in the housing and service assistance of the homeless.

The Cold Weather Shelter Voucher Program provides vouchers for hotel/motel rooms for families with children. The program only runs from November through April.
