Angelle makes the ships and trains run on time. She is responsible for scheduling, office management, human resources, event logistics, and equipment and supplies.

Crystal coordinates strategy and ensures all aspects of our office function cohesively and effectively.
Gloria Cruz Cardenas (she/her/hers)
Gloria directs our community engagement and community organizing work, including constituent services, community representation, and engaging residents to become involved in important policy issues facing our community. She also directs our policy work on all aspects of Public Safety.
Gary Rotto, M.A. (he/him/his)
Gary serves as Policy Director, mentoring staff to develop transformative policy initiatives, leads our office’s work on Health and Human Services, and manages the Board Meeting dockets.
Jeffrey Yuen (he/him/his)
Jeff is responsible for priority policy initiatives. He is leading our work on affordable housing, homelessness, arts & culture, fiscal management, general government, and evidence-based program evaluation.
Cody Petterson, Ph.D. (he/him/his)
Cody is responsible for land use, environment, and tribal affairs. He is leading our work on climate action, environmental justice, protecting our coastlines and open spaces, regional sustainability, tackling air and water pollution, and transportation infrastructure.
Evlyn Andrade (she/her(s)/ella)
Evlyn is responsible for land use, environment, and environmental justice issues. She is our lead liaison to community planning groups. She also supports our work on climate action, environmental equity, protecting our coastlines and open spaces, regional sustainability, and tackling air and water pollution.
Cipriano Vargas (he/him/his)
Cipriano is responsible for community engagement and community organizing, as well as supporting our Health and Human Services policy work on Education, Immigration, and Covid-19. He represents our office in community meetings, organizes community involvement on important initiatives, and advances research and analysis on HHSA policy issues.
Spencer Katz (he/him/his)
Spencer is responsible for community engagement, community organizing, and strategic communications. He represents our office in community meetings, manages our Grassroots Leaders program, manages our Fellows program, coordinates our Community Advisory Board appointments, supports the policy team to organize community involvement on important issues, and helps our office communicate via digital and traditional media channels.
Joana Santiago (she/her/hers)
Joana leads our work on Constituent Services and Grants. She is the first point of contact in our office for assisting District 3 residents to navigate the County bureaucracy and make sure our county government works for everyone, and the residents of our district get the services we need and deserve. She is also the first point of contact to apply for key grant programs: Community Enhancement Grants, Neighborhood Reinvestment Grants, and Small Business Stimulus Grants.
