Office of Strategy and Intergovernmental Affairs

The CAO’s Office of Strategy and Intergovernmental Affairs (OSIA) manages the Legislative Program of the Board of Supervisors and responds to state and federal legislation that could affect the County of San Diego.  OSIA’s mission is to enhance the quality of life for San Diego County residents through a strategic legislative advocacy program at the federal, state and local levels.

OSIA tracks and monitors all state and federal legislation that impacts County departmental operations or is of interest to the Board of Supervisors. OSIA maintains the County’s Legislative Program that includes Legislative Sponsorship Proposals, Priority Issues and Policy Guidelines.  This Legislative Program is approved by the Board of Supervisors each December and functions in concert with Board Policies that authorize the Director of OSIA to advocate the County’s position on legislation to the state and federal government. 

2020 Legislative Program

The CAO's Office of Strategy and Intergovernmental Affairs (OSIA) manages the Legislative Program of the Board of Supervisors by seeking enactment of the Board's legislative proposals and responding to federal and state legislation that could affect the County.

In addition to the Legislative Program, OSIA responds to federal and state legislation that could affect the County by acting on existing Board Legislative Policies (M) and specific Board direction.
