Our Mission: To enhance the quality of life for San Diego County residents through a strategic legislative advocacy program at the federal, state, and local levels.

The CAO’s Office of Strategy and Intergovernmental Affairs (OSIA) manages the Legislative Program of the Board of Supervisors by seeking enactment of the Board's legislative proposals and responding to state and federal legislation that could affect the County of San Diego. 

OSIA tracks and monitors all state and federal legislation that impacts County departmental operations or is of interest to the Board of Supervisors. OSIA maintains the County’s Legislative Program that includes Legislative Sponsorship Proposals, Priority Issues and Policy Guidelines. This Legislative Program is approved by the Board of Supervisors each December and functions in concert with Board Policies that authorize the Director of OSIA to advocate the County’s position on legislation to the state and federal government.
