NOTICE OF INTENTION TO PURCHASE REAL PROPERTY

NOTICE IS HEREBY GIVEN that it is the intention of the Board of Supervisors of the County of San Diego to purchase on behalf of said County the following described real property located in the County of San Diego, State of California, from the named vendor at the designated price for acquisition of approximately 722-acres of vacant land for inclusion into Santa Ysabel Preserve.

Assessor Parcel Number’s: 247-031-03, 247-061-02, 247-062-02 (portion), 247-100-07, 247-100-12 and 247-100-13 (portion).

The property consists of approximately 722-acres, located east of State Route 79 and north of the Santa Ysabel Mission in Santa Ysabel.

NOTICE OF PUBLIC HEARING

NOTICE IS HEREBY GIVEN that the Board of Supervisors of the County of San Diego will conduct a public hearing on a Major Use Permit as follows:

HEARING INFORMATION:

APPLICANT:  Dr. S. S. Iyer

PROJECT/CASE NUMBERS: Sringeri Vidya Bharati Foundation (SVBF) Temple Major Use Permit; PDS2015-MUP-15-011, PDS2015-ER-15-08-012

PROJECT DESCRIPTION: The project is an appeal of the Planning Commission decision to approve Major Use Permit (MUP) for a temple on approximately 10 acres of a 19 acre parcel. The project consists of a 17,475 square foot main temple building, a 7,764 square foot priest housing building, a 400 square foot barn, and associated parking. Primary access to the site will be provided by a new 24-foot wide paved driveway connecting to Old San Pasqual Road. The project will be served by an on-site septic system (supplemental treatment system) and will require annexation into the Rincon Del Diablo Municipal Water District for water service. The Rincon Del Diablo Municipal Water District also provides fire and emergency services via contract with the Escondido Fire District. Earthwork will consist of 24,460 cubic yards of cut and 30,260 cubic yards of fill with 5,800 cubic yards of import. The project site is zoned Limited Agricultural (A70) and is subject to the Semi-Rural (SR-2) General Plan Land Use Designation.  

LOCATION: The project site is located north of and adjacent to Old San Pasqual Road and south of State Route 78, between Summit Drive and San Pasqual Trail in the North County Metropolitan Subregional Plan Area, within unincorporated San Diego (APN: 241-080-47).

ENVIRONMENTAL STATUS: A Mitigated Negative Declaration has been prepared for this project and is on file with PDS as Environmental Review Number PDS2015-ER-15-08-012.

PLANNING COMMISSION DECISION: On February 23, 2018, by a vote of 4-0-3-0 (Ayes-4; Noes-0, Absent – 3, Abstain - 0), the Planning Commission approved the project.

NOTICE OF PUBLIC HEARING 

ADOPTION OF CONFLICT OF INTEREST CODE 

Notice is hereby given that a Public Hearing will be held on May 15, 2018 at 9:00 a.m., Room 310, 1600 Pacific Highway, San Diego, California.  Pursuant to the Political Reform Act of 1974, Title 9, Sections 81000 et seq., of the California Government Code, and Title 2, Division 6 of the California Code of Regulations, the San Diego County Board of Supervisors intends to consider approval of the adoption of a new Conflict of Interest Code for Bella Mente Charter School.

Positions of the aforementioned agency designated to file Statements of Economic Interests pursuant to this Code will be incorporated into the Appendix of said proposed Code.

A copy of the proposed Code and the list of designated employees is available for inspection at 1600 Pacific Highway, Room 402, San Diego, CA  92101.

NOTICE OF PUBLIC HEARING

NOTICE IS HEREBY GIVEN that the Board of Supervisors of the County of San Diego will conduct a public hearing on a proposed ordinance that amends Section 810.309(b) of the San Diego Code of Regulatory Ordinances to increase the current Fire Mitigation Fee ceilings to more closely reflect the actual or anticipated costs of additional fire protection facilities and equipment required in order to adequately serve new development. Said proposed ordinance will be presented to the Board of Supervisors for public testimony on May 8, 2018 and adoption on May 15, 2018.

The Board meets at 9:00 a.m., in Room 310, County Administration Center, 1600 Pacific Highway, San Diego, California.

Interested persons are encouraged to review the text of the proposed ordinance in detail.  A certified copy of the full text is posted in the Office of the Clerk of the Board, Room 402, of said Administration center. Data indicating the amount of the cost, or estimated cost, required to provide the service for which the Fire Mitigation Fees are levied are also available for review in the Office of the Clerk of the Board.

A RESOLUTION OF THE BOARD OF SUPERVISORS OF THE COUNTY OF SAN DIEGO TO AMEND THE SPHERE OF INFLUENCE OF THE LATENT POWERS FOR FIRE PROTECTION AND EMERGENCY MEDICAL SERVICES FOR COUNTY SERVICE AREA 135, AND TO EXPAND THE AREA WITHIN COUNTY SERVICE AREA 135 WHERE THE LATENT POWERS OF FIRE PROTECTION AND EMERGENCY MEDICAL SERVICES ARE EXERCISED AS AUTHORIZED BY LAFCO, INTO THE TERRITORY WITHIN THE BOUNDARIES OF THE FORMER JULIAN-CUYAMACA FIRE PROTECTION DISTRICT

Said resolution will be heard on May 15, 2018. The Board meets at 9:00 a.m., in Room 310, County Administration Center, 1600 Pacific Highway, San Diego, California.
