This course,  How to Prepare Your Own SPCC Plan, was developed by EnviroServices, Inc. (ESCI) under a contract with the County of San Diego to assist facilities subject to the Aboveground Petroleum Storage Act (APSA) with developing a Spill Prevention Control and Countermeasure (SPCC) Plan. Although the step by step instructions are specific to Tier I facilities, the information may be helpful for anyone interested in APSA or SPCC requirements.  Additional information about the APSA program can be found on the CAL FIRE-Office of the State Fire Marshal website, the APSA page for the  CUPA Forum Board or requested directly from ESCI or from other vendors offering APSA or SPCC compliance assistance. US EPA also has a compliance guide called SPCC Guidance for Regional Inspectors.
