Site Assessment and Mitigation Program

*SAM Announcements*

  • Voluntary Assistance Program (VAP) changes effective October 15, 2021:
    • The initial deposit for the VAP will increase to 20 hours of review time.
    • DEHQ will no longer offer expedited review of new VAP cases.  Specific reports will be expedited upon written request.
  • As of July 1, 2020, San Diego County is no longer certified as a Local Oversight Program (LOP).    All open LOP cases were transferred to the San Diego Regional Water Quality Control Board for oversight.
  • Scanned files for closed SAM cases and Monitoring Well Program records are now available online.

The primary goal of the Site Assessment and Mitigation Program (SAM) is to protect public health, water resources, and the environment from releases of contaminants by providing oversight of assessments and cleanups in accordance with the California Health and Safety Code and the California Code of Regulations (CCR).
