McClellan-Palomar Airport Master Plan
The County of San Diego has initiated a new 20-year Master Plan for McClellan-Palomar Airport. The existing 1997 Master Plan reached its planning horizon in 2015. The new 20-year Master Plan will provide a comprehensive approach to strategic planning for McClellan-Palomar Airport’s facilities and services.
The Master Plan is intended to develop a framework for the future of McClellan-Palomar Airport within the context of local, regional, and national aviation system environments. The new 20-year Master Plan (2015-2035) identifies and assesses a range of development alternatives for meeting the Airport’s forecast, facility, safety, and operational requirements in the next planning period. The focus will be on developing a plan of action that is demand driven, can adjust to the changing dynamics of the surrounding environment, and is reasonable and justifiable. The Master Plan will consider many factors including market trends, land use opportunities and constraints, natural resources, community concerns, and financial feasibility.
Public involvement is a key component of the Master Plan process. County Airports will be soliciting input from airport users, tenants, travelers, resource agencies, public officials, and residents throughout the planning process and at key stages of the Master Plan’s development. Public workshops and meetings will be held to discuss the Plan’s findings and recommendations. Ongoing updates on the progress of the Master Plan will be held at regularly scheduled meetings of the Palomar Airport Advisory Committee (PAAC). Public Workshop #4 was held on Monday, February 29, 2016, at the City of Carlsbad Faraday Center (1635 Faraday Avenue, Carlsbad 92008) from 6 - 8 p.m. The airport project team reviewed the County’s Preferred Airport Alternative and the Capital Improvement Phasing Plan. The team provided an overview of the Environmental Process and discusses public involvement and next steps.
There was an informational presentation on the proposed facility improvements and the environmental review process at 6:15 p.m. Afterwards, attendees were able to learn more by visiting various project stations and provide written comment regarding the scope of the environmental analysis. On December 16, 2015, the County of San Diego Board of Supervisors considered options for the new Master Plan for McClellan-Palomar Airport. The meeting was held a 9 a.m. at 1600 Pacific Highway, Room 310, San Diego, CA. The Board was requested to provide direction on a preferred option for Airport classification for the McClellan-Palomar Airport Master Plan, subject to the preparation of a Program-Level Environmental Impact Report. The Board directed staff to proceed with the McClellan-Palomar Airport Master Plan focusing on the modified C/D-III classification as the preferred option, subject to the preparation of a Program-Level Environmental Impact Report. A special Palomar Airport Advisory Committee (PAAC) meeting was held on Thursday, October 22, 2015, 7:00 p.m. - 8:00 p.m. in the Carlsbad City Council Chamber at 1200 Carlsbad Village Drive, Carlsbad, CA 92008.
The Airport Project Team discussed the potential options for the McClellan-Palomar Airport Master Plan and made a suggestion for the committee to recommend to the County of San Diego Board of Supervisors for the selection of a preliminary preferred option.
Public Workshop #3 was held on April 30th, 2015 at the City of Carlsbad Faraday Center from 6 – 8 p.m. on the McClellan-Palomar Airport Master Plan Update. An informational presentation was made from 6:30 – 7:15 p.m. afterwards; workshop attendees visited project stations to ask questions directly to project team members.
The purpose of this workshop was to present four airport alternatives and solicit public feedback. The project team accepted written comments at the workshop, which will help to refine the airport alternatives and ultimately select a preferred alternative.
A Master Plan Update was provided at the PAAC meeting held on September 18th, 2014 at 7 PM at the City of Carlsbad Faraday Center, 1635 Faraday Avenue, Carlsbad, California.
Public Workshop #2 was held on May 7th, 2014 at City of Carlsbad Faraday Center from 6-8pm on the McClellan-Palomar Airport Master Plan.
Public Workshop #1 was held on February 5th, 2014 at City of Carlsbad Faraday Center from 6-8pm on the McClellan-Palomar Airport Master Plan.

The County is accepting surveys through March 1 (CLOSED). There will be additional surveys and opportunities to comment as part of the public input process.
The first public Master Plan meeting to discuss the Plan’s commencement was at a PAAC meeting held on January 16th, 2014 at 7 PM at the City of Carlsbad Council Chambers, 1200 Carlsbad Village Drive, Carlsbad California.
