Background of CSA 26

County Service Area (CSA) No. 26 (Rancho San Diego) was formed in 1970 to provide a funding source for planning activities associated with the Rancho San Diego Development in unincorporated east county.  In 1972, the CSA was authorized to also provide landscape and open-space maintenance services as a latent power.  Zone A – Cottonwood was established in 1980 and Zone B – Vista Village in 1985 as service sub-areas of the CSA. Discrete mixtures of landscape and open-space maintenance services are administered within the zones. The Special Districts Section of the County Department of Public Works administers maintenance services for local parks within the CSA.

Scope of work

  • Remove/grade existing bike track to re-establish natural habitat
  • Seed/re-plant native plants to the newly graded area
  • Install BMP’s to eliminate sediment/debris run-off while native plants have a chance to establish themselves
