PEDIATRIC MENTAL AND BEHAVIORAL HEALTH CAMPUS  DRAFT MITIGATED NEGATIVE DECLARATION

The proposed Pediatric Mental and Behavioral Health Campus (Project) is a Ground Lease and Operating Agreement enabling the construction and operation of a Pediatric Mental and Behavioral Health Campus (MBH), a joint initiative between the County of San Diego and RCHSD. The Pediatric MBH Project would provide child and adolescent mental and behavioral health services, offering the complete spectrum of care that includes an acute psychiatric hospital, a crisis stabilization unit, and outpatient transitional services. The Project includes construction of two new patient care buildings totaling approximately 93,000 square feet (SF), an up to 369,000 SF parking structure, two new access driveways along Birmingham Way and other ancillary utility improvements.

The project is located on the San Diego Youth Transitional Campus (YTC) —formerly the Juvenile Justice Center — on Birmingham Way east of Meadow Lark Drive (APNs 427-550-3200 and 427-530-1200) and is adjacent to the Rady’s Children Hospital-San Diego (RCHSD) and Sharp Memorial Hospital campuses. The 4.35-acre project site is County of San Diego-owned land within the City of San Diego, south of the Interstate I-805 and State Route SR-163 interchange in the Serra Mesa Community.

The Draft MND is being made available for a 30-day public review period commencing on November 3, 2022, and ending on December 5, 2022. An electronic version of the Draft MND and supporting documents are available at the links below.  In-person viewing is also available at the County of San Diego, Department of General Services, 5560 Overland Avenue, Suite 410 San Diego, CA 92123.
