What Happens if You Sell Tobacco Without a License?

It is ILLEGAL for retailers to sell tobacco products WITHOUT  a valid TRL from both the state and the County of San Diego. Previously licensed retailers who do NOT submit a complete application packet by September 5, 2023, will be required to immediately STOP selling tobacco products until they obtain and prominently display a valid state and County TRL.

Retailers who sell tobacco products without a County TRL can be fined up to $1,000 per day, up to $50,000 in any 12-month period.

If your establishment no longer sells tobacco products, please notify us at  TRLApplications.HHSA@sdcounty.ca.gov.
