Housing Opportunities Collaborative

San Diego County has been hard hit by foreclosures with 44,931 properties in San Diego County that reached some stage of the foreclosure process in 2008. In 2009, San Diego County Library formed a partnership with the Housing Opportunities Collaborative (HOC) to offer free housing counseling and legal resources to San Diego citizens. The HOC is a nonprofit organization formed by HUD approved housing counseling, fair housing and housing agencies to provide housing resources and opportunities to sustain homeownership including assistance to homeowners facing foreclosure. Together, SDCL and the HOC have offered monthly free clinics across San Diego County, providing an opportunity for homeowners to get appropriate assistance they need, at a place they know and trust. Last year alone, the legal and financial services offered at these clinics free of charge were valued at $962,500.

Meet Vino Pajanor, President and Executive Director of the HOC

Vino has been the President and Executive Director of the Housing Opportunities Collaborative since August 2008 and says his most rewarding experience has been "empowering people with knowledge and the providing opportunities to help each other in times of need." Vino is an attorney licensed to practice throughout India and earned his J.D. from the University of Madras and his L.L.M. from the University of San Diego. Vino decided to partner with SDCL in order to offer the community valuable resources at a trusted and neutral location that the public is familiar with. SDCL offers 33 locations, which provides the HOC an opportunity to broaden their scope and increase availability within the community while utilizing free facilities and an established customer base.
