The Regional Decarbonization Framework (RDF) sets an ambitious vision: zero-carbon emissions in the San Diego region by mid-century. This vision is built on science-based research and communities’ voice priorities. It sets the lens through which all Office of Sustainability and Environmental Justice work is founded: design actions that prioritize community well-being and health first, and ensure collaborative action that brings together public, private, and civic interests working together.  

We continue learning alongside community-based organizations, County departments, other jurisdictions, and Tribal nations on ways to co-create and align responses to the climate emergency.

Foundational Publications

Between 2021 and 2024, OSEJ worked with over 2,000 community members, academic researchers, and regional partners to create three RDF Foundational Publications. These documents form a shared starting point for all OSEJ activities and future climate action across the region.
