Terri Foster
Group Program Manager

Terri is the primary point of contact for OSEJ contract and grant related activities, serving as a technical expert to guide and coach team members on contract development and management.  With 18 years of experience working for the County, she also leverages her experience and departmental connections to build bridges and foster relationships between OSEJ and other departments, to maximize opportunities for collaboration.

Terri has a B.S. in Biology from UCLA and a 2021 Certificate in Climate Change and Health from the Yale School of Public Health.  She has interdisciplinary experience in the community engagement and environmental sectors, stemming from positions as a Land Use/Environmental Planner, Biologist, Volunteer Coordinator, Wellness Champion, and Contracts/Program Manager. She previously managed several community inclusion programs and contracts, including resident leadership academy, small business technical assistance, bicycle and pedestrian safety education, and community needs assessment coordination programs. Terri serves on the project team for development of a local heat risk education curriculum, is a Climate Reality Leadership Corps graduate, and is also a member of the American Society of Adaptation Professionals. She is most passionate about building more resilient and adaptive communities, with a focus on the public health impacts of climate change, climate adaptation, and disability community inclusion.

In her free time, Terri loves live music, the beach, and traveling to tropical areas with great snorkeling. She’s also a huge fan of sci-fi movies and television, indulging each year by annual attendance at Comic Con.
