As one of the nation’s largest and most diverse counties, the County of San Diego is proud to be a part of building a just, sustainable and resilient future for the region. Community engagement is central to the County's operations, and community input and collaboration are integral to our work. The County is actively engaged in efforts to prioritize a culture of belonging within its operations, leveraging cross-departmental collaborations and partnerships with community organizations and other regional stakeholders.

Diversity and Inclusion Executive Council

The Diversity & Inclusion Executive Council is comprised of County leaders that are appointed by the Chief Administrative Officer. The Council provides enterprise-wide guidance, establishes priorities, sets strategic visions and serves as role models and champions of diverse perspectives and inclusive behaviors. By guiding the County’s Diversity & Inclusion strategy, the Council works to ensure a culture of belonging is at the forefront of leaders throughout the organization. 

Human Resources

The County promotes, supports, and provides resources to our employees to sustain a culture of belonging and interconnectedness. The County Department of Human Resources is committed to providing and retaining a skilled, adaptable and diverse workforce. Human Resources collaborates to develop and administer programs designed to cultivate and support the employer-employee relationship so they may deliver superior services to the residents and visitors of San Diego County. 

The Equity, Diversity & Inclusion (EDI) division within Human Resources creates collaborative, strategic and welcoming environments to foster a sense of belonging. The EDI division focuses on the areas of recruitment, professional development and career advancement.

Equity and Racial Justice

The County is devoted to engaging the community to co-create transformative, enduring, structural and systemic change in San Diego County government. The Office of Equity and Racial Justice supports leadership and communities across the County with over 150 Justice, Equity, Diversity and Inclusion liaisons working to design bold policies and practices to advance equity in County operations.

Ethics and Compliance

The County believes an effective ethics and compliance program goes beyond mitigating compliance risks; it fosters an environment that values diversity and inclusion across all levels. The Office of Ethics and Compliance integrates ethics with equity, diversity and inclusion, recognizing them as interdependent components of a strong organizational culture.

The County is dedicated to fostering a culture of integrity, implementing the Code of Ethics, promoting ethics and compliance through developed policies, programs and trainings, and reviewing discrimination, fraud, waste and abuse complaints.

Diversity and Inclusion Champions

The County supports a grassroots network of employees that provide resources and opportunities to foster belonging within their teams. More than 300 Diversity & Inclusion Champions collaborate across County departments to enhance department operations and help the County achieve a culture of belonging.

Trauma-Informed System Integration

The County recognizes that using trauma-informed approaches can help people recover. That’s why it works to include this knowledge in its policies, procedures and practices. The Trauma-Informed System Integration team helps make sure these principles are used in programs, policies, services, communication, and how staff interact with clients.

The County continues to provide training, support and information about approaches to help build a trauma-informed workforce and trauma-informed services.

Employee Resource Groups

The County believes Employee Resource Groups (ERGs) are important partners in building a strong community. ERGs provide an opportunity for a collective voice to help shape County programs and initiatives. There are 11 ERGs that connect employees through events and career growth activities. These groups also support County initiatives and promote cultural awareness. Employees lead the groups with support from County leaders. They are guided by four pillars:

  1. Cultural Awareness and Appreciation, as reflected this past year with events and celebrations such as Father’s Day, Juneteenth, 5K walk, hikes, International Day of the World’s Indigenous Peoples, Pacific Islander Festival, Powwows, and member mixers. And during times of conflict, ERGs worked to affirm the value of human life and the right to peace.
  2. Professional Development initiatives this past year encompassed a range of activities, including newsletters highlighting current news and hot topics, presentations for new hire orientation, financial literacy training, opportunities for professional headshots, connections with diverse career paths, a two-part administrative analyst series, an Excel workshop, resume reviews and mock interviews, and a presentation on the Americans with Disabilities Act (ADA) with a focus on fostering a more inclusive workplace.
  3. Partnerships with various entities have led to inclusive spaces with local libraries and multicultural venues, co-hosting public events with organizations to amplify diverse voices and create safe spaces to share personal stories, hosting multiple film screenings to highlight unique cultural experiences across different communities and generations, and a book discussion for “The Sum of Us.”
  4. Recruitment, Retention and Outreach initiatives featured several panel and fireside chat discussions, including opportunities for local community leaders to share their stories of hardship and triumph, a session on administrative analyst career progression, discussions focused on Holding Space During Times of Conflict and Speaking Our Stories on trauma and mental health.



African American Association of County Employees (AAACE)

AAACE focuses on preparing the next generation of African American leaders, collaborating with community partners and establishing a legacy for the community we represent.




Asian Pacific Alliance of County Employees (APACE)

APACE is dedicated to building community and belonging, celebrating Asian and Pacific Islander culture, serving as a strategic partner to the County and providing professional growth opportunities to members.





County of San Diego Filipino-American Employees Association (CSDFEA)

CSDFEA supports diversity, equity, passion and the bayanihan spirit of community, which means communal unity, work and cooperation to achieve a goal. It aims to strengthen Filipino-American and multicultural awareness.




DiverseAbility ERG

DiverseAbility ERG values the contributions and perspectives of people with disabilities by cultivating, celebrating, and supporting a diverse and inclusive workforce and community.





Emerging Workforce Association (EWA)

EWA strives to bridge the generational gap through education, enhancement of work culture, and networking while promoting County initiatives.




Indigenous Sovereign Nations (ISN)

ISN ERG brings visibility and understanding of indigenous sovereign nations. It coordinates training, hosts events and serves as a liaison to strengthen engagement and relations among County, tribal and non-tribal communities.




Lesbian, Gay, Bisexual, Transgender, Queer & Allies ERG (LGBTQ&A ERG)

LGBTQ&A ERG is dedicated to advancing awareness of the cultural diversity of LGBTQ communities; providing and promoting professional development and leadership opportunities, and advocating for inclusiveness in County initiatives.




Middle Eastern Employee Resource Group (MEERG)

MEERG aims to enhance Middle Eastern cultural awareness, share the Middle East’s rich and diverse history and cultural contributions to the world, and to contribute to cross-cultural dialogue and understanding.





Pacific Islander Society of County Employees (PISCE)

PISCE provides cultural awareness of the many island nations that make up Polynesia, Micronesia and Melanesia and promotes employee and community outreach programs and professional development.



San Diego County Latino Association (SDCLA)

SDCLA is a dynamic group that promotes professional excellence, leadership, and awareness of Latino cultures, while serving as a strategic partner for community achievement and the County’s success.






VALOR ERG

VALOR honors veterans and active-duty military. It leverages the skills, talents and diverse perspectives of veterans to further serve as a resource for employees, the County organization and the overall community.
