The County of San Diego has a large unincorporated area in addition to 18 incorporated cities and 18 federally recognized tribes.

Regionally, County government provides services like:

  • Criminal prosecution, detention facilities and emergency preparedness

In the unincorporated area, County government provides things a city government would typically do like:

  • Law enforcement and fire protection 
  • Roads, parks and libraries 
  • Building permits 
  • Animal shelters and protection

County Budget Process | How Decisions Are Made

Understand the County’s budget process, from community input to Board adoption. 

The County is responsible for delivering essential services across the region, including municipal services in unincorporated areas and programs required by state and federal law. When developing the budget, we must balance available funding with rising costs and potential changes in state and federal funding. Managing resources for long-term sustainability is a priority, guided by direction from the Board of Supervisors and informed by data. Community input also plays a critical role — your feedback helps shape budget priorities and ensures services meet the needs of our diverse communities.


The Chief Administrative Officer releases the recommended budget in May. 


Budget information is shared with the public at community meetings. 


Public feedback is provided online and at public hearings.


A revised budget is prepared.


The Board deliberates and adopts a budget that takes effect July 1.
