Watershed Development Support
The Watershed Development Support Team provides guidance to the County’s Land Development reviewers for compliance with the development planning requirements related to retention, re-use and biofiltration for Priority Development Projects (PDP). In May 2013, the California Regional Water Quality Control Board San Diego Region reissued a municipal storm water permit under Order No. R9-2013-0001 to the municipal Copermittees translating into rigid requirements to implement structural Best Management Practices (BMPs) on each PDP. As a result, the Watershed Development Support Team has created guidance for the development community.
The Team also provides stormwater training, recommendations and guidelines for PDP’s and Non-PDP’s with the goal of minimizing the impacts to receiving waters as well as ensuring the appropriate guarantees are in place during development. In addition, this Team inspects permanent Structural BMPs for the life of a property after construction.

Structural BMP Guidance for Developers
Projects that received Prior Lawful Approval before February 26, 2016 will be subject to the requirements of the County Standard Urban Stormwater Mitigation Plan.
Projects without Prior Lawful Approval on or after February 26, 2016 will be subject to the requirements of the County BMP Design Manual.
