When County DPW requires environmental review, they turn to in-house experts in the Environmental Services Unit (ESU). Before DPW can begin construction, ESU conducts a thorough review to ensure the County complies with all federal, state, and local environmental regulations, including the California Environmental Quality Act (CEQA).

ESU studies a wide range of resources, such as: biology, archaeological or historical resources, traffic, noise, and water quality to name a few.  

They review a variety of DPW facilities, including:

ESU also provides environmental guidance for other County departments. ESU is heavily involved in each project starting from its conception through construction and beyond.

Sustainability Goals

The County of San Diego’s Office of Sustainability and Environmental Justice (OSEJ) asks each department to identify and work toward at least five sustainability goals. These include three short-term goals (to be completed within a year), one mid-term goal (to be completed within one to three years), and one long-term goal (taking more than three years to complete). The Department of Public Works (DPW) Environmental Services Unit is responsible for tracking and development of the DPW’s sustainability commitments. 

Progress on these goals is reviewed every quarter and shared publicly in the County’s Operational Plan and the Departmental Sustainability Annual Report, which highlights achievements for each fiscal year.
