Electronic Benefit Transfer (EBT) Fraud

If you believe CalFresh benefits have been electronically stolen from your EBT card, also known as skimmed or scammed, you must report the theft within 10 days of the date the theft transaction occurred.
To report the theft please complete the Report of Electronic Theft of Benefits form EBT 2259 ensuring to sign and date the form and submit it to the County. Form EBT 2259 is also available in Spanish, Arabic, and Vietnamese.

Protect your EBT Card
Never share personal information with unknown individuals and/or organizations. Personal information includes:
- Social Security Number
- Bank information
- EBT card number
- EBT card Personal Identification Number (PIN)
The County of San Diego will NEVER ask you to share your card number or PIN.
