Continued Planning Commission Public Meetings During the Coronavirus Public Health Emergency
At the County of San Diego (County), a top priority is the health and well-being of our residents, communities, customers, and associates. The coronavirus (COVID-19) public health emergency is changing how the County conducts many of its essential services and programs, including public meetings.
On March 17, 2020, California Governor Gavin Newsom issued Executive Order N-29-20, relating to the convening of public meetings in the State of California in response to the COVID-19 pandemic. The Executive Order outlined requirements for public meetings to take place telephonically or electronically without the need for the public or members of the local legislative body to attend in person. The Board of Supervisors (Board) and the Planning Commission are local legislative bodies for the County. Further, the Governor has ordered most Californians to remain in their home, recognizing, however, the great need to continue the operation of essential critical infrastructure sectors, including government services.
As a result, the County will continue to serve its residents, which includes holding public meetings of the Board and the Planning Commission. These meetings are necessary in order to perform essential government functions. In person participation will be prohibited, but members of the public will be able to provide comments through teleconference during public meetings of the Board and Planning Commission and by submitting e-comments and/or written comments prior to the meeting. COVID-19 PUBLIC SERVICE ANNOUNCEMENT
Due to the Coronavirus disease (COVID-19) public health emergency, including the March 18, 2020, Amended Health Officer Order prohibiting the gathering of ten or more people, the County Planning Commission meeting scheduled for Friday, March 20, 2020, at 9 a.m. is cancelled. The Department of Planning & Development Services will continue to monitor this ongoing situation, and is evaluating potential alternatives for holding Planning Commission meetings in a way that complies with current and future health officer orders while providing opportunities for public participation in compliance with State open meeting laws. In addition to existing methods to provide written correspondence to the Planning Commission, additional options currently being considered include public participation through teleconferencing, online viewing of presentation materials, and electronic submittal of comments. The next regular meeting is currently scheduled for April 3; however please check the Planning Commission website regularly for the latest updates on future Planning Commission meetings.
The San Diego County Planning Commission (PC) meets monthly to consider land use projects that affect unincorporated areas of San Diego County. All Planning Commission Hearings are held at 9:00 a.m. (unless otherwise noted) at the County Operations Center (COC) Hearing Room, 5520 Overland, San Diego, CA 92123.
ASSISTANCE FOR THE DISABLED:
Agendas and records are available in alternative formats upon request. Contact the Planning & Development Services ADA coordinator at (858) 694-3003 (voice). Assistive Listening Devices (ALD’s) are available from the Planning Commission Secretary in the Chambers prior to the meeting and are to be returned at the end of the meeting. Individuals requiring sign language interpreters should contact the American with Disabilities Coordinator at (858) 505-6521, in advance of the meeting so that arrangements may be made. An area in the front of the chamber is designated for individuals requiring the use of wheelchair or other accessible devices.
Documents received later than 4:00 p.m. on the Wednesday prior to the Planning Commission hearing will be provided to the Commissioners upon receipt; however, the Commissioners may not have sufficient time to review them. If you wish to speak on an item or register your opinion for an item, speaker slips are available in the rear of the Chambers, during hearings, and must be turned in prior to the item being called on the corresponding agenda.
