How to Participate in Board of Supervisors Meetings

The San Diego County Board of Supervisors holds public meetings where community members are welcome to attend and share their thoughts. Meetings take place at the County Administration Center, 1600 Pacific Highway, Board Chamber (Third Floor, Room 310), San Diego, CA 92101, unless otherwise noted on the agenda.

Here’s how you can take part:

Meeting agendas are posted at least 72 hours in advance and include details on how to join, speak, or send comments. You can also request help with interpretation or accessibility needs.

Accessibility

To request accessibility accommodations, please call 619-531-5434 (TTY 619-531-4803) or email PublicComment@sdcounty.ca.gov at least three days before the meeting.

To request a sign language interpreter, please call 619-531-4908.

Assistive Listening Devices are available from the Clerk of the Board office in room 402.

Language Interpretation

A Spanish interpreter is available at every Board of Supervisors meeting to assist individuals who wish to speak in Spanish.

Need another language? Interpretation in other languages may be available if requested at least 72 hours before the meeting. To request interpretation, please call 619-531-5434 or email PublicComment@sdcounty.ca.gov.

Additional Interpretation Support

The County of San Diego wants everyone to be able to participate in Board meetings—no matter what language they speak.

If you need help understanding the meeting or want to provide interpretation for someone else, we’re here to support you.

What We Offer

  • Space in the Board Chamber Observation Balcony for people who are providing or receiving interpretation.
  • Use of personal devices (like phones or headsets) to listen to or provide interpretation by someone you bring with you.
  • Help connecting to outside interpretation services, if needed.

How to Request Help

Please contact the Clerk of the Board in advance at PublicComment@sdcounty.ca.gov so we can make arrangements.

Interpretation must not interrupt the meeting, as outlined in Government Code Section 54957.95.

It is the Board's policy to allow public participation in Board meetings.

Group Presentations

If group presentations are allowed by the Chair, then groups of three or more people may have up to 10 minutes to present. On land use or adjudicatory matters, project applicants or appellants may be allowed to make an organized group presentation.

Presentations and Videos 

If you wish to show a presentation or video on the screen, you must bring your own computer and HDMI cable or contact PublicComment@sdcounty.ca.gov by 2 p.m. on the Friday before the meeting for technical assistance. Include your name and the agenda number in your email. Requests are not accepted on the day of the meeting.

For other presentation types, bring 10 printed copies of your presentation to the meeting. Include your name and the agenda number on all copies.

Presentation content will become part of the official record.

  • Consent Agenda

    All agenda items listed under this section are considered to be routine and will be acted upon with one motion. There will be no separate discussion of these items unless a member of the Board of Supervisors or the Chief Administrative Officer so requests, in which event, the item will be considered separately in its normal sequence. Approval for such items shall be the recommendation of the Chief Administrative Officer, or, in the event the item has been filed by a Member of the Board, the recommendation of the Member of the Board.

  • Discussion Items

    These are matters which are designated as Policy/Discussion items, or have been pulled (requested to be discussed) by the Board members.

  • Ordinance

    Ordinances are laws adopted by the Board, and usually amend, repeal, or supplement the County Code, Administrative Code, Compensation Ordinance, or Zoning Ordinance; provide zoning specifications; or appropriate money for specific purposes. Most ordinances require two hearings: an introduction, followed at the next regular meeting by the adoption. Ordinances generally become effective 30 days after adoption, unless they are of an urgency nature.

  • Resolution

    Formal expressions of opinion or intention of the Board of Supervisors.

  • Off-docket Item

    An item of emergency or time-sensitive nature that arose after posting of the agenda. The Board may take actions only after a majority vote confirming that an emergency exists, or in the case of a non-emergency matter, a two-thirds vote that the need to act arose after posting of the agenda.
