Interim CPO Cesar Escuro


Cesar Escuro was appointed as Interim Chief Probation Officer in January 2021. Interim Chief Escuro leads the Probation Department with over 1000 sworn officers and professional staff combined.

Cesar has been with the Department for nearly 30 years. In 2011, when California implemented Public Safety Realignment, Cesar was Probation’s lead in developing a balanced-approach model that focused on treatment, accountability, and community safety.  His leadership helped make San Diego a statewide leader in assisting this unique population.

Cesar most recently served as the operational lead for Adult Reintegration and Community Supervision Services. This includes guiding the strategic direction for adult probation priorities, training, communication with criminal justice and law enforcement partners, and community representatives.

He graduated from San Diego State University with a bachelor’s degree in Criminal Justice Administration and completed his Juris Doctorate from the University of Oklahoma College of Law.
