Throughout each legislative session, the Board of Supervisors takes formal positions on state and federal bills that align with guidance in the Legislative Program.

Legislative Program Updates
Sponsorship proposals
We hope to partner with state and federal lawmakers to draft bills that would:
- Allow people to get medication from mobile pharmacies
- Help protect homes from wildfires
- Release funds to help address the Tijuana River Valley sewage crisis
- Improve emergency transportation services
- Protect funding for essential services
Priority issues
These topics represent the Board's policy priorities to address the region's most pressing issues over the next year. We will focus our legislative advocacy on seven priority issues:
- Advancing Housing Solutions
- Bolstering the Behavioral Health System
- Combating Climate Change and Protecting the Environment
- Ensuring Safe Communities
- Reducing Homelessness
- Safeguarding the Social Safety Net
- Responding to the Tijuana River Valley Sewage Crisis
This year, we added a new section: Safeguarding the Social Safety Net. This combines several previous priority issues to coordinate our response to changes at the state and federal levels.
Policy guidelines
We updated and included new language in our standing guidance to address community concerns like:
- Disaster response and support
- Youth access to education and employment
- Access to child care
- Public health misinformation
- Supportive services for people experiencing homelessness
