MCS Pharmacy

Medical Care Services’ (MCS) Pharmacy Program ensures and supports safe, evidence-based pharmaceutical services delivery to the residents of San Diego County. We collaborate with partners across the region to develop programs and services based on best practices and ensure compliance with laws and regulations applicable to pharmaceutical services. 

Our Program priorities are:

  • Optimizing patient care by leveraging the pharmacist’s expertise in medication management and working with medical staff across the continuum of care
  • Improving access to pharmaceutical care
  • Leveraging technology to improve quality, safety, and efficiency
  • Ongoing workforce development to support the County’s pharmaceutical services including improving core competencies to maximize expertise and resources

  

Dr. Emily. Do - Chief Pharmacy Officer

Dr. Do brings many years of experience in various areas of pharmacy, including community, health-system, administration, public health, quality improvement, teaching, and regulatory.  Her passion is to enhance access to pharmaceutical services, and improve safe medication use through system and process designs.  As the Chief Pharmacy Officer for the County of San Diego, Dr. Do collaborates with and engages various stakeholders to develop and implement the strategic plan for pharmaceutical services, as well as provides direction for enterprise-wide policies and procedures to enhance services and improve outcomes based on evidence and best practices.  Dr. Do holds a Doctor of Pharmacy from Creighton University, a Juris Doctor from Concord Law School, and a Master of Business Administration from Missouri State University.  She holds various certifications in healthcare and quality improvement, such as, clinical, compliance, and lean six sigma.  She also mentors and teaches pharmacy students from various pharmacy schools to inspire the next generation of public health pharmacists.
