Where We Are Headed 

Building on progress made in recent years, the County is moving forward with a plan to address the housing crisis in a comprehensive and sustainable way. 

Over the next five years, the Housing For All initiative will be guided by five overarching goals—known as the “5 Ps.” These goals, adopted by the Board of Supervisors, provide a roadmap for how we will expand housing opportunities, protect residents, and promote equity across our communities. 

Each goal includes specific objectives and measurable actions so we can track progress and report back to the public and continue to improve along the way.

  • Produce Housing for All 
  • Preserve Vulnerable Housing 
  • Protect Tenants  
  • Prevent Displacement
