Strategic Plans

These documents guide the County’s efforts to make housing more affordable, stable, and accessible by helping open affordable housing units, creating opportunities for people to find a place to call home, protecting tenants, preventing homelessness in our communities and providing opportunities for diverse housing types through land use planning and zoning updates.
 

Reports & Studies

Land use planning, zoning, and land development permitting:

The County decides where homes can be built in the unincorporated area within the County’s land use jurisdiction (not in incorporated cities) and permitting to ensure health and safety.

County of San Diego General Plan

  • The General Plan applies to the unincorporated area of the county and is the County’s long-term blueprint for the vision of the future.  

The Housing Element of the General Plan

  • Seeks to balance housing requirements with infrastructure deficiencies, safety issues, and the rural character of many of the County’s unincorporated communities.

Development Feasibility Analysis Report

  • A study to identify barriers to housing development and potential to support more housing within four unincorporated communities.

Regional Housing Needs

Regional Housing Needs Assessment 

  • The San Diego Association of Governments (SANDAG) is responsible for overseeing the Regional Housing Needs Allocation (RHNA) for the region. It identifies the need for housing and guides land use planning by addressing existing and future housing needs resulting from population, employment, and household growth.  

 

Affordable Housing Funding

The County provides loans and uses local, state, and federal dollars to support affordable housing development across the County region.

Housing Authority

The County runs rental assistance programs like Housing Choice Vouchers (Section 8) that help households with monthly rental costs. 

Public Housing Agency Plan

  • Contains two separate documents, (1) a Five-Year Agency Plan and (2) an Annual Agency Plan. The Five-Year Agency Plan details our mission, vision, strategy and goals. The Annual Agency Plan details accomplishments and upcoming actions to better serve our community. 

 

Homelessness

The County reports and administers services and housing solutions to address homelessness.
