Independent Redistricting Commission Request to Speak
To ensure you have an opportunity to speak at a County of San Diego Independent Redistricting Commission meeting, you are encouraged to complete all required fields below prior to the start of the meeting. This information is helpful for staff to be able to follow up on any questions and it helps manage the meeting proceedings, but is not required to speak to the IRC.

Guide for Speakers:
- Any persons who wish to speak may do so. Speaker slips may be filled out for record keeping but are not required to address the IRC.
- Individuals are allotted three (3) minutes to speak about IRC agenda items and two (2) minutes to speak about non-agenda public communication. Speakers needing translation will be allotted twice those amounts of time.
- Persons that speak as individuals are not permitted to speak again as part of a group presentation.
- Persons that speak as individuals are requested to begin by stating their name for the public record, however persons may remain anonymous if they choose.
- A timer will be displayed for speakers. When the speaker's comments begin, the timer will begin counting down. When the speaking time expires, a buzzer will sound. The speaker should conclude their testimony at that time.
Guide for Group Presentations
- Any persons who wish to speak as a group may do so. Speaker slips may be filled out for record keeping but are not required to address the IRC.
- Groups are allotted 10 minutes total to speak. Groups needing translation will be allowed 20 minutes total.
- Persons that speak as part of a group presentation are requested to begin by stating their name for the public record, however persons may remain anonymous if they choose.
- A timer will be displayed for the group presentation. When the group's comments begin, the timer will begin counting down. When the group's speaking time expires, a buzzer will sound. All speakers who are part of the group presentation should conclude their testimony at that time.
