The Community Action Board (CAB) is the Citizen Advisory Board to the County of San Diego and the Health and Human Services Agency on Community Action Partnership (CAP) programs.

PURPOSE: The federal Community Services Block Grant (CSBG) Act requires the tripartite board of a public Community Action Agency (CAA) such as CAP San Diego to “participate actively in the development, planning, implementation and evaluation” of CSBG-funded programs.

CAB members are volunteers who meet in person monthly and participate in providing oversight and governance of Community Action Partnership (CAP) San Diego,  submitting recommendations to the Board of Supervisors. Responsibilities include:

  • Providing input on the development, planning, performing, and evaluation of Community Services Block Grant (CSBG)-funded programs
  • Ensuring CAP follows organizational, fiscal, and program policies
  • Providing input on overall program plans and priorities

Furthermore, CAB members ensure CAP’s compliance with the CSBG Organizational Standards through:

  • Participating in strategic planning and the community needs assessment;
  • Receiving strategic, organizational, and programmatic updates;
  • Receiving financial audit reports;
  • Participating in the CSBG budget process, as allowed by County of San Diego procedures; and
