Ending Homelessness

Inclement Weather Program

People experiencing homelessness are at a higher risk of developing health issues like hypothermia, frostbite, heat stroke, and other health hazards, during periods of inclement weather, and can be life threatening, if exposed to the elements for a prolonged period. The Inclement Weather Program (IWP) was created to provide additional shelter services through hotel/motel vouchers, during periods of inclement weather.

Unsheltered clients residing within the unincorporated area of the County of San Diego, can obtain a hotel/motel voucher by calling 2-1-1 San Diego when the IWP is activated. The hotel/motel vouchers are assigned on a first come, first served basis to clients.
