County Counsel Damon Brown

Damon M. Brown serves as County Counsel for the County of San Diego.

Appointed by the Board of Supervisors on January 13, 2026, Damon assumed office on January 26, 2026. In this role, he oversees all civil legal affairs of the County and leads a team of approximately 200 attorneys and professional legal staff who advise and represent the Board of Supervisors, County departments, and independent agencies in matters involving governance, complex litigation, juvenile dependency, and public accountability.

He is a trial attorney and policy executive with over two decades of experience leading high-stakes litigation, regulatory enforcement and legal strategies across government and private practice.

Prior to joining the County, he served as Special Assistant Attorney General at the California Department of Justice where he was the chief legal and policy advisor to Attorney General Rob Bonta on civil rights, voting rights, education, labor, public safety, and immigration. Previously, he served as City Attorney for Compton, CA and held senior and partnership roles at Am-Law 100 law firms, where he represented public agencies and multinational corporations in complex civil litigation and labor compliance matters.

Damon has served on the boards of the Los Angeles County Bar Association and the Constitutional Rights Foundation and is the former president of the John M. Langston Bar Association of Los Angeles and the California Association of Black Lawyers. He is an adjunct professor at Loyola Law School, where he teaches constitutional law and state and local government and mentors aspiring attorneys.

He is a graduate of Vanderbilt University Law School and the University of California, Berkeley, where he earned degrees in African American Studies and Political Science.
