Progressive Design Build Request for Proposals

Transforming Behavioral Health Care Through Innovation

The County of San Diego is preparing to release a Request for Proposals (RFP) seeking an experienced Design Build Entity (DBE) to partner with the County in delivering one of the region's most significant behavioral health infrastructure investments. This refinement from Master Developer to DBE via Progressive Design-Build affects only the procurement and delivery method. The project vision, funding, scope, and anticipated schedule remain unchanged.

Located on approximately 8.24 acres at 3851 Rosecrans Street in San Diego, adjacent to the existing County of San Diego Psychiatric Hospital, the new Behavioral Health Wellness Campus will create a comprehensive continuum of behavioral health services by bringing together crisis stabilization, residential treatment, outpatient care, recovery support, and other critical programs within a single integrated campus.

Supported by nearly $99.5 million in State Behavioral Health Continuum Infrastructure Program (BHCIP) funding, together with County funding, the project represents a unique opportunity to reshape behavioral health care delivery in San Diego while supporting implementation of the CARE Act, SB 43, Proposition 36, and other County behavioral health initiatives.

A Collaborative Delivery Model

The County intends to procure a DBE that will work collaboratively with the County utilizing the progressive-design build delivery model to provide comprehensive development leadership from project design through construction delivery.

The selected DBE is expected to assemble and lead an integrated team capable of delivering a complex healthcare campus of 118,052 GSF of program space within the required delivery of June 2031, while maintaining the highest standards of quality, innovation, fiscal responsibility, and community stewardship.

The County anticipates utilizing long-term County financing while leveraging progressive design-build development expertise to provide schedule certainty, cost certainty, and efficient project delivery.

  • Supports five Behavioral Health programs including Crisis Stabilization Unit, Outpatient Community Mental Health Clinic, Adult Residential Substance Use Disorder Treatment Facility, Peer-Led Social Rehabilitation Facility, and Mental Health Rehabilitation Center.
  • Centralized Campus Security and Facilities Operations.
  • $99.5M State funding through a Behavioral Health Continuum Infrastructure Program (BHCIP) grant, with the balance through County funds.
  • Required to meet State funding completion schedule of June 2031.
  • Long-term public investment serving San Diego County residents for generations.
