Flood Control Advisory Commission

The San Diego County Flood Control District is run by a five-member panel called the Board of Directors. When they are not serving as Directors of the Flood Control District, the individual members of the Board occupy their primary role as the County of San Diego Board of Supervisors. The Board of Directors has created a Flood Control District Advisory Commission that investigates, and then advises the Board, District Manager, and District staff regarding various District issues. The District Manager and staff answer to the Board of Directors. It is their responsibility to enact the terms of the San Diego County Flood Control District Act and carry out the policy of the Board of Directors.

Comm. Seits called the hybrid meeting of the San Diego County Flood Control District Advisory Commission (FCDAC) to order at 9:32 a.m. on Thursday, November 6, 2025. Attendees joined the hybrid meeting both remotely and in-person from Conference Room 472.

    ACTION: Read and approved. Comm. Seits motioned for approval. Comm. Kassel and Comm. Yang seconded. All present commissioners voted aye with Comm. Humphreys and Comm. Temple abstaining. Motion carried.
  3. Proposed 2026 Meeting Dates
    Proposed meeting dates of 2/12, 4/9, 6/11, 9/17, and 11/5; Comm. Temple motioned for approval and Comm. Kassel seconded. All present commissioners voted aye. Motion carried.
  4. Select Chair and Vice Chair
    Comm. Humphreys and Comm. Kassel nominated Comm. Seits for Chair; all present commissioners voted aye. Comm. Humphreys and Comm. Temple nominated Comm. Yang for Vice Chair; all present commissioners voted aye. Motion carried.

  1. SGMA
    Jim Bennett, Water Resources Manager with the County of San Diego Planning & Development Services, presented on the Sustainable Ground Water Management Act (SGMA); he discussed how SGMA was enacted and how SGMA is managed. He discussed the groundwater systems in San Diego County and the three basins that need to be managed by SGMA: the Upper San Luis Rey Valley Subbasin, the San Pasqual Valley Basin, and the Borrego Springs Subbasin. He provided background, management make‑up, and actions being taken as part of SGMA for each basin.
  2. Building Triennial Code and FDPO Update
    Mr. Azarnia presented proposed updates to the Flood Damage Prevention Ordinance (FDPO) resulting from FEMA’s compliance review in 2025, and discussed the Community Rating System (CRS), under which residents in the unincorporated areas currently receive 20% discounts on flood insurance due to the County’s participation. Proposed changes clarify manufactured home freeboard requirements and Elevation Certificate authorization for architects, aligning with CRS requirements and State regulations. Commissioners asked how to support the updates; staff advised providing comments to the Board of Supervisors. Comm. Temple moved to support the proposals as a Commission; Comm. Humphreys seconded; all present Commissioners voted aye. Motion carried.
  3. Paseo Grande and Elketon Projects
    This item was moved up in the agenda per Comm. Yang’s request. Mr. Redmond provided an update on two urgent Flood Control projects (Paseo Grande in the El Cajon area and Elketon in the Spring Valley area), describing background, locations, causes, project scopes, current status, costs, and construction forecast.
  4. CRS: HMP Progress Report
    Mr. Azarnia presented the Community Rating System: Hazard Mitigation Plan (CRS: HMP) Progress Report, covering CRS background, 2025 recertification, and County activities; staff will send Commissioners a copy of the annual progress report.
  5. Other Business
    Comm. Yang asked for an update on the Hydrology Manual; staff advised they can provide a presentation at a future FCDAC meeting.
