Flood Control Advisory Commission
The San Diego County Flood Control District is run by a five-member panel called the Board of Directors. When they are not serving as Directors of the Flood Control District, the individual members of the Board occupy their primary role as the County of San Diego Board of Supervisors. The Board of Directors has created a Flood Control District Advisory Commission that investigates, and then advises the Board, District Manager, and District staff regarding various District issues. The District Manager and staff answer to the Board of Directors. It is their responsibility to enact the terms of the San Diego County Flood Control District Act and carry out the policy of the Board of Directors.

Comm. Seits called the hybrid meeting of the San Diego County Flood Control District Advisory Commission (FCDAC) to order at 9:30 a.m. on Thursday, February 12, 2026. Attendees joined the hybrid meeting both remotely and in-person from Conference Room 472.

ACTION: Read and approved. Comm. Seit motioned for approval. Comm. Kassel seconded. All present commissioners voted aye. Motion carried.

SB 707 Brown Act Update
Ms. Pham presented a briefing on the SB 707 Brown Act Update. She discussed changes that took effect January 1, 2026, including clarifying teleconference requirements and the combination of just cause options into one option. She outlined a new teleconferencing option for eligible advisory bodies. She advised additional information will be provided once guidance from the Clerk of the Board is received. Commissioners discussed the new remote option and unanimously approved to request authorization.

January 1 Storm Update
Mr. Aina and Mr. Heckstall-Rodenbaugh provided a January 1 Storm update. They detailed the cause of the rain, how much fell, and the impact on areas around the County. They also explained how the Eastern Pacific low-pressure system was responsible for rainfall over the region.

Sinkhole in unincorporated El Cajon
Mr. Redmond provided a short update on the 1280 Bates Ln sinkhole project in the El Cajon area that resulted from the January storm. He provided background, location information, details of what caused the sinkhole, images of the project, scope of the project, current project status, costs, and construction forecast.

Pecan Park/Los Coches Creek Project
Mr. Azarnia presented on the Pecan Park/Los Coches Creek project in the El Cajon area. He provided background and history of the Los Coches Creek, discussed the current erosion issue, images of the erosion, scope of project, current project status, costs, and next steps for the project.
