Flood Control Advisory Commission
The San Diego County Flood Control District is run by a five-member panel called the Board of Directors. When they are not serving as Directors of the Flood Control District, the individual members of the Board occupy their primary role as the County of San Diego Board of Supervisors. The Board of Directors has created a Flood Control District Advisory Commission that investigates, and then advises the Board, District Manager, and District staff regarding various District issues. The District Manager and staff answer to the Board of Directors. It is their responsibility to enact the terms of the San Diego County Flood Control District Act and carry out the policy of the Board of Directors.

Meeting Notes
Commissioner Seits called the hybrid meeting of the San Diego County Flood Control District Advisory Commission (FCDAC) to order at 9:32 a.m. on Thursday, September 11, 2025. Attendees joined both remotely and in person from Conference Room 472.
- Roll Call - Completed.
- Review April 3, 2025 Meeting Minutes - Action: Read and approved. Commissioner Yang motioned for approval, and Commissioner Kassel seconded. All present commissioners voted aye. Motion carried.
- Flood Control District Revenue Analysis - Mr. Bayona presented an introduction to a revenue study the District has been working on since 2023. The purpose of the study was to analyze current District income and expenditures and identify any areas of deficiency. He provided background on the Flood Control District, tax revenue, other ordinances, operating costs, and expenditures. The Revenue Income Evaluation Study was split into two phases, Phase 1 and Phase 2. Phase 1 started in 2023 and was completed in April 2025. He also presented a brief outline of Phase 2, which will begin this month.
- USACE Borrego Study - Ms. Zhang provided a status update on a joint study with the U.S. Army Corps of Engineers. She explained why flooding in Borrego is different from flooding in other areas and shared an exhibit showing the flood boundary and a comparison between the current FEMA floodplain map and the results from the Army Corps study. She also provided a timeline for next steps, including report review and approval by the District, the division, and headquarters. Commissioners had questions about groundwater, and staff advised that a presentation on the Sustainable Groundwater Management Act (SGMA) can be provided at a future meeting.
- Hydrology Manual Update - Mr. Azarnia provided a short update on the status of the Hydrology Manual update. He gave background on the manual and its history, described how input has made the manual more accurate and responsive to real world needs, and outlined the anticipated timeline for completion.
- Paseo Grande and Elkelton Projects - This topic was moved to the next meeting for timing considerations.
