| Tenant Based Rental Assistance (TBRA): | County of San Diego, Housing and Community Development (HCD) 3989 Ruffin Road, San Diego, CA 92123 Toll free: (877) 478-5478, or (858) 694-4801 Program provides rent subsidies/vouchers for up to 130 consumers. Applicants are placed on a waiting list and preference is given to extremely-low-income households with at least one family member having an AIDS diagnosis. Medical and income eligibility are verified when applicants are pulled from the waiting list. Waitlist application to new applicants is closed as of 2/2/0/2026. If you have already submitted an application(s), this closure does not affect you. You do not need to take any action. | |
