SAN DIEGO COUNTY - 10610 Ashwood Street, Lakeside
The County of San Diego (County) Department of General Services is issuing a Request for Information (RFI) seeking to identify entities that may be interested in leasing and operating an approximately 1.416-acre parcel of land for recreational use in compliance with the Lakeside Community Plan. The County-owned property (“Property”) is located at 10610 Ashwood Street in Lakeside, California, as more particularly shown on Exhibit A. The Property was previously operated as a bicycle motocross (BMX) track. The former operator of the Property has vacated the site and the County is currently operating the site on a limited basis.
The County will use responses to this RFI to help determine the next steps County will take to procure a long-term operator and lessee who will continue to operate the Property as a BMX track open to the public. The County’s objective is to find an operator/lessee with the necessary expertise and financial capability to operate the BMX track and maintain the Property with no County subsidy.
The continuation of a BMX track at Cactus Park supports the County’s commitment to providing recreational programs and services for the County’s residents. Specifically, through providing sports and other health and wellness opportunities on the site in accordance with County Board of Supervisors Policy F-51: County Real Property Asset Management, and in alignment with the County’s strategic initiative to enhance community.

Interested parties are invited to submit responses that include the following information:
1. Company Profile: Briefly describe your organization, including its history, mission, name of the primary point of contact and areas of expertise. Please also provide a brief overview of your experience, and examples of recent projects similar to this potential leasing opportunity (including specific locations, types of experience, and duration of time).
2. Proposed Use of Property: A brief statement describing your plans for the Property and how you will financially support and continue to maintain and operate a BMX track on the Property. Please also provide a brief statement explaining the reason for your interest in the Property.
3. Motorized Bicycles and E-Bicycles: Will your organization allow the use of motorized bicycles and e-bicycles on the Property? If yes, please describe your organization’s plans to manage and address potential maintenance impacts from allowing electric and motorized vehicles on the Property.
4. Best Management Practices: Please describe what measures your organization will implement to manage stormwater runoff and prevent illicit discharges and contamination from petroleum products on the property, including, but not limited to, gasoline and oil.
5. Memberships: Will your organization/company have valid membership or affiliation with BMX USA?
6. Experience in the Lakeside Area: Does your organization/company have any history or experience operating in the Lakeside area? If yes, please provide a brief overview.
7. Staffing Plan: Please provide a brief statement describing your plans for staffing including plans to hire any new employees.
