2024 Climate Action Plan Honored with Statewide Award for Outstanding Climate Change Document

The County of San Diego’s (County’s) 2024 Climate Action Plan (CAP) was recently recognized with the Outstanding Climate Change Document award at the 2025 California Association of Environmental Professionals (AEP) State Conference. The award celebrates excellence in planning documents throughout the state that address climate change and outline strategies for greenhouse gas (GHG) reduction. Our CAP team proudly accepted the award this month at the AEP conference’s awards ceremony, where top projects were highlighted for their innovation, impact, and commitment to a sustainable future.

This award category acknowledges plans, such as climate action plans, adaptation plans, resiliency plans, and technical documents that demonstrate strong methodology, performance monitoring, flexibility, and equity. The 2024 CAP stood out for its comprehensive approach to identifying climate impacts, especially on vulnerable communities, incorporating meaningful outreach and engagement, and using clear metrics to track progress.

The 2024 CAP sets a bold course for the unincorporated areas of the county to achieve a goal of net zero GHG emissions by 2045. Built on a 2019 emissions inventory, it establishes reduction targets—43.6% below 2019 levels by 2030 and 85.4% by 2045. The plan lays out nine strategies, 21 measures, and 70 actions across key sectors including built environment and transportation, energy, solid waste, water and wastewater, as well as agriculture and conservation. The CAP actions are designed to reduce emissions, support climate resilience, and promote equity, health, and economic opportunity.

The CAP is more than just a policy document—it’s a living plan that will be updated regularly to adapt to new information, regulations, and community needs. Guided by a commitment to equity and community participation, it prioritizes investment in communities most affected by climate change and seeks to deliver co-benefits like green jobs, cleaner air, and healthier neighborhoods.
