MONITORING
The County conducts annual monitoring of the Climate Action Plan (CAP) to track progress towards greenhouse gas (GHG) emissions reduction targets. Annual monitoring reports are published through the CAP Implementation Progress Dashboard, which provides an interactive view of overall progress and accompanies the Board of Supervisors memorandum report which summarizes key findings and updates.
Explore the achievements across the five CAP sectors, including annual GHG reductions, sector-specific metrics, and key milestones toward 2030 targets in the CAP Dashboard. The dashboard also highlights individual CAP actions, including detailed descriptions, lead and supporting departments, current implementation status, and annual progress toward long-term goals.

Equity Outcomes & Investment
Equity is a foundational element of CAP implementation and monitoring. Consistent with Board direction, the County is committed to ensuring that at least 20% of CAP investments benefit underinvested and frontline communities. Many CAP actions generate direct community benefits, such as clean mobility incentives, energy efficiency and electrification programs, and climate-resilient infrastructure, and these investments are a key indicator of equitable outcomes.
The County partners with regional partners and community-based organizations through the Environmental Justice Workgroup (EJW) to ensure climate actions reflect community needs and advance environmental justice. The County’s Equity Implementation Framework* supports departments in integrating equity into programmatic planning, outreach, and evaluation. Frontline communities—those facing higher pollution burdens, climate risks, socioeconomic barriers, or historic disinvestment—remain a priority for early and meaningful benefits from CAP actions.
