EV Roadmap: Fourth Annual Update on Implementation Efforts

In October 2019, the County of San Diego (County) Board of Supervisors (Board) approved the Electric Vehicle Roadmap (EV Roadmap) to identify actions the County will take over the next decade to expand clean mobility. The EV Roadmap outlines six goals and 11 recommendations to encourage electric vehicle (EV) ownership, expand charging infrastructure, and secure grant funding to support these efforts. These actions advance the County’s Climate Action Plan (CAP) by reducing greenhouse gas (GHG) emissions from transportation.
Through 2024, the County has continued progressing EV Roadmap implementation, providing our most recent annual update to the Board on July 15, 2025. The effort involves collaboration across multiple County departments working together to expand EV access and infrastructure.
Progress and public tracking are shared on the website, which provides updates across six goals:
- Goal 1: Further Reduce the County’s Fleet of Gas-Powered Vehicles;
- Goal 2: Accelerate the Installation of EV Charging Stations at Public Locations in County Facilities and in the Unincorporated County;
- Goal 3: Promote and Incentivize County Employee EV Ownership;
- Goal 4: Incentivize and/or Require EV Charging Infrastructure in New and Existing Private Multi-Family Residential and/or Non-Residential Development;
- Goal 5: Fund EV Expert/Consumer Advocate as a Regional Resource; &
- Goal 6: Collaborate with Regional Partners to Support Public and Private Fleet Electrification.
These efforts advance GHG emissions reductions from the transportation sector, County operations, and vehicle-use regionwide.
2024 highlights from implementation for these goals include:
- Increased County EV fleet to 248 vehicles, including 83 new EVs added in 2024;
- Updated EV Consumer Guide with the latest information on vehicle market availability, incentives, and rebates, and new technologies;
- Participated as a core team member in the Accelerate to Zero Emissions Regional Collaboration; and
- Increased County employee teleworking, avoiding over 21 million vehicle miles from commuting.
The County will continue advancing the EV Roadmap by expanding the installation of EV chargers at County facilities and public areas, increasing the number of EVs in the County fleet, and implementing zero-emission vehicle initiatives through County programs like the Public EV Charger Incentive Pilot Program and other efforts under the CAP.
