Proposed Project Overview

The Riverford Road Roundabouts Project proposes to construct two new roundabouts in the Lakeside community of San Diego County. The northern roundabout will replace the intersection of Riverford Road and the SR-67 southbound on and off-ramps, and will include North Woodside Avenue traffic. The southern roundabout will replace the existing signal-controlled intersection of Riverford Road and Woodside Avenue, as well as the signal-controlled intersection of Woodside Avenue and the SR-67 northbound off-ramp.

Among the many benefits of the project, key benefits include:

  • Improving overall traffic efficiency, circulation, and reducing congestion at these busy intersections
  • Significant reduction in the severity of accidents compared to stop-controlled and signalized intersections. This means less fatal, serious, and injury-related crashes.
  • Creating a "complete street" with new crosswalks, shared-use pathways for pedestrians and cyclists, and improved lighting
  • Offsetting increased traffic from future development projects

This project is being designed by the County with oversight from Caltrans Department of Transportation. The County will continue to engage the community and seek input and participation as we move through the design process. Currently, construction is anticipated for Summer 2028.

Current Status

After receiving public input during prior outreach events, revisions to the project were made including:

Northern Intersection

  • Adding sidewalk connecting to existing sidewalk on Riverford Road bridge spanning San Diego River. 
  • Adding sidewalk between northern roundabout and N. Woodside Ave.
  • Installing crosswalk between northern roundabout and N. Woodside Ave.
  • Installing two Rapid Flash Beacons on both sides of crosswalk at northbound SR-67 off-ramp.
  • Installing pedestrian push buttons to activate Rapid Flash Beacons.
  • Removing current left-turn pocket and paved corner of N. Woodside Ave. The abandoned portion of N. Woodside Ave will become part of the vegetated northern bioretention area.

Southern Intersection

  • Installing two Rapid Flash Beacons on both sides of a crosswalk at northbound SR-67 off-ramp.
  • Installing pedestrian push buttons to activate Rapid Flash Beacons.

Utility Relocations

Overhead and underground utility relocations are anticipated to be required to complete the project improvements. The utilities affected are SDG&E (gas and electric facilities), AT&T, COX, Lumen/Level 3, and Padre Dam Municipal Water District. 

Environmental Review

In accordance with State CEQA Guidelines, a Draft Mitigated Negative Declaration was prepared and published for a public review comment period from October 25 - November 29, 2024. The MND public review period is now closed.

Next Steps

The County continues to work closely with Caltrans throughout the development of the current design to ensure all applicable standards are met. This collaborative review process helps confirm the design is efficient, safe, and thoroughly vetted, with potential issues identified and resolved early.

The County is actively working towards the next level of design. When the next iteration of design is complete (anticipated Summer 2026), the County will share and seek further input from the community.
