Community Based Transportation

Overview

The Community Based Transportation (CBT) pilot program was funded by the SANDAG Smart Growth Incentive Program (SGIP) Cycle 5 Grant and was completed in March 2026. Neighborhood mobility plans were created for four pilot focus areas: Buena Creek, Spring Valley, Valle de Oro/Casa de Oro, and Lakeside.

In each of the pilot communities, we engaged various residents of all backgrounds and ages, as well as local businesses and organizations to evaluate their transportation infrastructure and identify opportunities consistent with the County’s transportation goals, policies, and plans.

Each neighborhood mobility plan will be used as a tool to inform future planning and aid in securing future funding sources to help achieve the proposed recommended improvements & programs.
