Long Range Planning Division

Long Range Planning (LRP) is responsible for ensuring programs and policies affecting the unincorporated area support improvements to quality of life, health and safety, and support sustainable communities and align with the County’s Strategic Initiatives. We collaborate with diverse stakeholders to develop innovative solutions to address the unique needs of 26 unincorporated communities. Key responsibilities include implementing the General Plan and monitoring and updating codes and ordinances such as the Zoning Ordinance to be responsive to ongoing regulatory change and direction from the Board of Supervisors.  

Housing Division

The Housing Division develops policies, ordinances, and programs that balance the need for housing at all income levels in the unincorporated county with infrastructure needs, and vital environmental resources that complement the County’s urban and rural character

Our work is grounded in a commitment to conserve and improve existing housing stock while expanding mobility options that connect people to housing, recreation, jobs, open space, and essential services.  These values guide the team’s efforts to implement the General Plan’s Housing Element,  develop programs that support housing production and remove barriers, and advance multi-modal transportation networks. The team also tracks and implements resources in response to evolving state housing legislation, helping the County remain both compliant and proactive in addressing housing needs.

Through these efforts and collaboration with community members and stakeholders, we work to promote housing and mobility opportunities for all persons in the unincorporated county.
