Jacumba Village Zoning Update
Overview
Staff are developing new Village zoning regulations and objective design standards for the Jacumba community. This effort is intended to create custom Village regulations to better serve and support revitalization of the Jacumba community along Old Highway 80, while preserving its unique rural village identity.
Background
On October 7, 2026, the County of San Diego Board of Supervisors (Board) directed staff to collaborate with the Jacumba community to:
- Advance zoning and development standards to create new Village regulations in Jacumba, consistent with the County General Plan and Mountain Empire Subregional Plan.
- Host community engagement and public outreach to gather input on Village regulations and Objective Design Standards and identify pathways to restore historic commercial uses in Jacumba.
- Return to the Board within 12 months with findings and recommendations.
