Overview
The County of San Diego's (County's) Planning for First Mile/Last Mile (FM/LM) Transportation Solutions in Unincorporated San Diego County Villages Project is designed to explore ways that the County can support the expansion of cleaner, non-automotive mobility options and help residents connect to public transit where it currently exists. It also seeks to facilitate short local trips to key community destinations in areas with limited or no public transportation. FM/LM services may include microtransit (such as on-demand vans or shuttles), neighborhood electric vehicles, bike and scooter share programs, and improvements to bicycle and pedestrian infrastructure. The project will include an evaluation of existing transportation services, identification of gaps in services and community needs, and result in an implementation roadmap that will help County staff and the public identify and prioritize mobility options that respond to the community.
Background
This initiative supports implementation of Climate Action Plan Actions T-6.2b and T 6.3, which focuses on expanding FM/LM transportation options and reducing VMT by 7 percent in the unincorporated area by 2030. On-road fossil fuel vehicles are the largest source of greenhouse gas emissions in the County, representing about 45 percent of total communitywide emissions. Reducing VMT and shifting to alternative transportation modes are therefore critical to meeting climate goals.
Planning & Development Services received funding for this project through the California Department of Transportation (Caltrans) Fiscal Year 2025–26 Sustainable Transportation Planning Grant Program. The project will evaluate mobility needs across all unincorporated Villages and result in an overview of transportation services and Implementation Plan for County staff and the public to prioritize FM/LM transportation services for future implementation.

Upcoming Meeting Details
The County of San Diego (County) Planning & Development Services Department invites you to attend one of two upcoming virtual public meetings on Wednesday, October 7, 2026, to learn about the First-Last Mile Mobility Planning for Communities Project. Share your input as we explore mobility options, such as improved walking connections and better access to transit, in unincorporated communities as part of the County’s Climate Action Plan. This planning effort is funded by a grant from Caltrans and will help identify the types of services or opportunities the County might consider to increase access to transit and/or key locations like schools, parks, etc.
To accommodate different schedules, two meetings will be offered at 12:00 PM and 6:00 PM. Both meetings will cover the same content and will be recorded.
