Request to speak under Non-Agenda Public Communication must be submited prior to the scheduled opening time of the session. The first five callers will be heard at the beginning of the session. All remaining callers will be heard at the conclusion of the session. Each speaker will be allowed two minutes to speak. (Refer to Rule 4 of the Board's Rules of Procedure.)
