Implementation of the Campo Road Corridor Revitalization Specific Plan

Preliminary Engineering, Design, and Outreach Phase

In 2025 the County secured a $2.5 million grant through SANDAG's Housing Acceleration Program (HAP) to fund preliminary engineering, design, and outreach for the street improvements along Campo Road.  The grant has supported community outreach and engagement, as well as engineering designs with a focus on designing street improvement such as, roundabouts and improved bicycle, pedestrian, and roadway safety infrastructure along Campo Road.

This work represents a significant and necessary step in the process of bringing the Campo Road Corridor Revitalization Specific Plan's vision to life, to help support the County’s vision of Safe Streets:

  • On the County’s Local Roadway Safety Plan (2022 LRSP), Campo Road between Conrad Drive and Bonita Street is ranked as the sixth highest priority roadway segment for targeted assessment and safety improvements.  In addition, the intersections of Campo Road/Conrad Drive (#13) and Campo Road/Kenwood Drive (#28) were amongst the rankings of prioritized intersections in the LRSP.  The rankings were based on Collision Severity, Collision Rate, and public health data (HPI – Healthy Places Index).
  • The segment of Campo Road from Conrad Drive to Bonita Street was also identified as a roadway segment of pedestrian concern in the County’s Active Transportation Plan (Pedestrian Gap Analysis-PGA).

  • Who Is Leading This Work

    The County's Department of Public Works (DPW) is leading the preliminary engineering and design for future street improvements along Campo Road. This work is being done in partnership with the Planning & Development Services department (PDS). DPW brings expertise in roadway engineering, traffic safety, and infrastructure delivery to this effort. Together, DPW and PDS are committed to advancing street improvements along Campo Road in a way that reflects the community's vision and positions the corridor for future investment.

     

  • Where We Are Now

    PDS and DPW are currently in the preliminary engineering, design, and outreach phase for the street improvements along Campo Road.

    This phase is focused on developing the technical designs that will be needed to further engage the community, and landowners in advancing the desired aspects of the street improvements, and to pursue construction funding.

     

  • What Comes Next

    Completing the preliminary engineering and design for the street improvements along Campo Road is an important milestone. The next steps for the street improvement designs are to pursue funding for construction and further engage the community and landowners in advancing the desired aspects of the street improvements.  The County is committed to keeping the community informed and involved at each stage of this process

    There is more to implementing the Campo Road Corridor Revitalization Specific Plan than the street improvements along Campo Road. Section Four of the Specific Plan outlines various ways the community can implement the Campo Road Corridor Revitalization Specific Plan. 

     

Previous Public Outreach

The County has conducted several public outreach events during the preliminary engineering and design phase of the street improvements. A summary of each is provided below.

Business and Property Owner Survey (Completed) 

In early 2025, the County conducted an online survey in the Casa de Oro area to gauge interest in potential financing and maintenance district options that could support improvements along the corridor. The survey closed on April 26, 2025. This community input is an important part of understanding the range of tools that may be available to support long-term investment in the area.
